This morning's carer explained how the tagging system worked - for a 20 minute call they have to be signed in for at least 15 minutes and a 30 minute call needs to be 18 minutes "otherwise it say we not come here" so the carers are counting up to 18 minutes on their fingers instead of 30 and when they say that I'm making them late, what they actually mean is that I've needed them to stay for longer than 18 minutes even though I pay for 30!
